Project/Program/Portfolio Management

One of the key concerns of any IT organization is properly managing costs, particularly in today's economy. Projects and Programs are the most visible vehicle by which organizations deliver a significant percentage of their IT investment. As such, they require an enormous amount of scrutiny to ensure that they are delivered as efficiently as possible.  This means finding the right balance of quality, time-to-market, and cost.  

 
     
A project or program that is not managed and controlled properly can significantly increase the overall cost of the delivery of a service. True efficiency can be found in effective Program Management, which groups related or interconnected projects to each other.   When executed well, program management can identify and eliminate the overlap that occurs between projects and can work to achieve synergies between projects.  In addition Program Management, with visibility across multiple projects, can ensure that resources are managed most effectively as they perform tasks in multiple projects.  

While Portfolio or Investment Management is generally categorized with Project and Program Management, it is actually a very different discipline.  Project and Program Management are concerned about the execution of the tasks required to reach a desired state.  Portfolio/Investment Management is responsible for determining which project and when.  As such it is a critical part of the strategic planning process.  

IT Portfolio Management (or the IT Investment Strategy) traditionally uses a variety of critical factors to make decisions on the priority of initiatives.  For example, the BAIX Framework Portfolio Management process provides a tool for analysis that evaluates the impact to IT efficiency, Business Value provided and Financial Impact among others. In addition there may be a IT Portfolio/Investment Strategy Governance Committee that enforces the discipline required to properly oversee and control investments. This ensures that the benefits of the investment are well understood and that every investment has a sponsor that can speak to its merits.
